Job description
Established in 1944, the World Bank Group (WBG) is one of the world's leading sources of financing and knowledge for development solutions. During fiscal year 2014, the WBG provided USD 65.6 billion in loans, grants, equity and guarantees, including $22.2 billion in concessional financing for the poorest. The Group is managed by its 188 member countries and provides services from 120 offices, with nearly 15,000 employees located throughout the world.
The WBG is composed of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Guarantee Agency (MIGA) and the International Center for Settlement of Investment Disputes (ICSID). IBRD and IDA are commonly referred to as the World Bank and are organized into six regional vice-presidencies that interface with clients and in several departmental functions. In addition, since July 1, 2014, fourteen Global Practices (GP) and five Cross-Cutting Solution Areas have been introduced to provide first-class knowledge and solutions to client regions and countries.
Roles and Responsibilities
Under the supervision of the Resident Representative, the Operations Analyst will undertake substantive operational and implementation support tasks with respect to the country work program in Algeria. The Operations Analyst will work on regular monitoring and reporting on the WB portfolio in Algeria, which is one of the largest Reimbursable Advisory Service (RAS) programs in the world for the World Bank, in sectors ranging from banking, investment climate, trade & finance, environment, water, agriculture to social protection.
Working under the guidance of the Resident Representative, the
Operations Analyst will have specific responsibilities, which will include, but are not limited to:
• Work with Country Management Unit and Global Practice Teams to prepare a monthly update for RAS portfolio monitoring and follow up on portfolio issues;
• Liaise with the client as needed for follow-up of portfolio implementation, billing and disbursement issues;
• Support GP Teams in the planning and preparation of missions and events such as seminars
and field visits, high-level visits, including logistics and materials for briefing books;
• Prepare briefing materials on the country program, including briefs for management; aide memoires and minutes of meetings, and support preparation of aide-memoirs with GP teams;
• Organize the Country Program Portfolio Reviews (CPPR), prepare all required tables and data for the reviews and any follow-up work (minutes and action plan); monitor the CPPR action plans and follow up on outstanding issues;
• After training by the World Bank, provide standard and customized reports from operational systems such as SAP, Standard Reports, Operations Portal etc., which could also be used as inputs for various documents including briefs;
• Act as focal point for Client Connection, Business Warehouse, Standard Reports, Operations Portal and any other operations software;
• Track supervision missions, closing date extensions, as well as target dates for related reports (Mission Announcement Letters, Back to Office Reports, aide memoire, etc.).;
• Participate as needed as a member of Bank missions (preparation, identification, negotiations, and supervision including contribution to aide memoires);
• Maintain the portfolio filing system (Legal document, Mission Announcement Letter, latest aide memoire, relevant correspondence, completion report);
• Draft, translate, format, and finalize standard correspondence, reports and aide memoires in English/French;
• Monitor aid data and assist in providing relevant reports.
To assist in the above tasks, the incumbent will:
• Gain and maintain full familiarity with (i) WB Algeria portfolio, (ii) Bank operational policies, and (iii) Regional procedures and guidelines;
• Interact with project implementing units, Algeria Country Team, and other parts of the Region and the WB Group, as needed;
• Have strong computer skills (Microsoft Word, Microsoft Power Point, etc.).
Selection Criteria:
• Master's degree in professional discipline and 5 or more years of relevant experience.
Required Competencies
In addition to the above selection criteria, the following competencies are expected of the successful candidate:
• Strong analytical and conceptual skills;
• Ability to effectively provide professional support to senior management;
• Ability to conduct research and analysis on difficult, well-defined tasks and articulate issues;
• Ability to draft reports, working papers, etc.;
• Ability to work effectively in a multicultural and team-based environment;
• Strong interpersonal skills and ability to develop effective relationships within and outside the World Bank and to promote collaboration within the team to achieve unit objectives;
• Ability to perform a broad range of portfolio management tasks in the work unit, e.g., monitoring the implementation of projects under execution; monitoring the progress of country strategy when there is one; regularly prepare and review progress reports, identify and follow-up on issues, etc.
• Excellent command of French and English is essential;
• Knowledge of Arabic is desired.
